In September I purchased some items from a seller located in the US and paid via PayPal.  The funds were deposited to their account on 22 September 2 weeks ago I emailed the seller to ask them where my items are.  They got back to me admitting they can't supply them and asked if I'd like a refund, to which I replied yes.

They are really dragging their feet and have emailed me asking what my PayPal account details are.  

The items weren't purchased through Ebay; they were purchased directly through their website, so I don't have any protection (have already been in touch with PayPal to ask if I have any protection), so I just have to hope that the seller comes good with the refund.

My question is:  what PayPal account details does the seller need in order to issue a refund?

ETA:  I've had refunds issued to me before and not one seller has ever asked for any account details; they just issue the refund and it appears on my PayPal statement.

You're right that your transaction / payment should show up in the sellers account. Let them know the time and date of the transaction (and any other info that will help them find it quickly). If they're a busy store, it may be hard to find.

You can easily lodge a dispute through paypal even though your transaction wasn't through ebay. You have 45 days from the date of the purchase. Don't wait that long!

It's really easy, go into your paypal account, find the payment then follow the options to raise a dispute.

I have never been asked myself but did have a friend get asked so she could get return she just gave them the email address she uses for paypal hope that helps and you can get your refund soon

Your email address which you use for PayPal would be the info needed.

If your account is linked to your credit card you might be able to claim back through your bank - not sure though? Ordinarily if I have given people a refund on Paypal I just find the transaction in my account and hit the refund button. Sounds like they are stuffng you around.

You do have protection even if you didn't use ebay, you just lodge a dispute.  All you should then need to do is show paypal the email stating they can't supply the product and they should refund your money.  You may need to deal with their phone help people though, trying to deal with paypal through email or even through the dispute process is painful.

Put in a claim through Paypal to get your money back, don't wait for the seller to do anything they are just trying to delay hoping you will give up.

I thought if you paid with PayPal you'd still have buyer protection.

Agree - check out paypal's website, you might have a limited time to raise a dispute and you want to do this before it expires rather than rely on them! I've done this before and it wasn't an ebay transaction, and they were great and got me my money back.
In terms of details to give them, probably your email address in paypal, so they can tell which transaction is yours.

You most def have Pay Pal protection, even if you didn't buy the items off Ebay. I got a PP refund just last week for items bought that were never sent or received from a non Ebay business.

You do have to lodge a dispute though within I think it's 45 days so if you haven't done this and the time is lapsed, that may be where the confusion is.

If you haven't lodged a PP dispute then you wont get your money back. The seller knows this is is buying some time. Hopefully it's not too late OP. Like I said, I think you only get 45 days, or something like that.

Just another question to ask.

Firstly, thanks for the replies.  Unfortunately I do not have any PayPal protection as I didn't query the matter until after 45 days had elapsed from the time of purchase.

I still don't have my refund and really, really need it.  The parts I purchased were car parts.  I'm thinking of sending the seller an email which may go something like this:  "I am still waiting for the refund you promised me.  You have all the details you need in order to issue a refund; why are you refusing to refund me?  I am a member of a car club and many of my friends and fellow members have viewed your website and expressed interest in purchasing accessories for their vehicles.  They know I made a purchase through you and though I would like to be able to recommend your company,  I'm afraid I'm unable to do so.  If you were to give me my refund within 5 days, I could confidently tell my friends that whilst you were unable to furnish my order, you did provide me with a full refund.  Unfortunately, I am not able to tell them this.  I will have to tell them that I paid for the goods, you accepted the money, for whatever reason you were unable to supply the goods, you offered me a full refund, and now you are refusing to give me a refund."

What do you think?   I want to come across as firm and letting the company know that I will tell my friends and anyone who will listen about my experience, but at the same time, I don't want  my email to come across as threatening/blackmail.

I'm not holding my breath for a refund, but I really want to put the pressure on this company to do the right thing.

For the record, yes, I am a member of a car club and many friends and members would use this site to purchase items for their cars.

Opinions/thoughts much appreciated.

Way too many words in the email. Keep it simple and to the point. Do let them know the word of mouth could hinder their future sales though.

I agree with ellebelle, you have nothing to lose by trying this avenue.

Also, check out Paypal as you may be able to send them an invoice from your account that they can pay?   I vaguely remember doing this to someone years ago as it was easier for them (and their book keeping) to pay my invoice than to try and refund me.

Is your PayPal account linked to your credit card? If so, it may be easier to do a chargeback via your bank.
