Okay, can someone please explain to me what a Second Chance Offer is? And how it comes to be? How come some things come up as SEcond Chance Offers and others don't?

As far as I know the seller can give you a second chance offer when you lose the auction and they have additional stock, so rather then create a new auction they get two sales from the one.
I think it can also happen when the winner pulls out (but have never had this happen).
ETA: EBAY this explains it

Umm...that doesnt' seem to apply to my recent "second chance offers"...it told me that products that I had for sale were "eligble" for 2nd chance offers after I'd sold them??? and a product I bought came up as 2nd chance offer after I'd paid for it??
Tahnks, I'lll look up that link as I could not find an actual explaination of what it means on ebay myself.

How strange....none of my listings could come in under that category. I only ever had one of the item and offered 1!?!

If people (buyers) don't pay up - this had happened to me a few times. As a seller - I had the option to relist the item or give the under bidder a 'second chance offer', to buy the item for the amount that they (the 2nd highest bidder) reached during the auction before being out-bid. As a buyer I've been given second chance offers when the person who won the item didn't pay - so you get to buy it for the amount of your last bid. (Hope that makes sense).
