Emergency help with flower girl dress

My dd is going to be a flower girl shortly and has had a growth spurt.
Two problems - the dress is now a bit too short, and the elastic waistband is a bit too high.
Aiming to cut the dress and sew in a sash to drop the length and re-define the waist.
I'm going to find a seamstress to do it, but I need feedback to see if this will work, and also ideas about which colour? Try to match the pink? Pick up another colour in the flowers?
Have permission and discretion from the bride.

Can you have the two pieces separated into a skirt and top - it may be cheaper to get another dress as if she is part of a group hers would not look the same as the others if altered and if she is the only one a new dress might be easier/cheaper?
(I have no fashion sense! so please disregard if the above makes no sense!)
or can you source the same dress a size up?
alterations cost bit IMO

I’d probably take direction from the dressmaker, if you can find a good one. I wouldn’t try to match the pink but would pick up another colour from the flowers - maybe the green.
Was the dress expensive? If not, finding another might be cheaper and easier than alterations.

Agree that it might be cheaper to get a new dress than to pay for alterations. If you are going to add a sash then I would probably go the cream/white from the flowers and then wear shoes to match the sash.
