I think the parents are supposed to be with the child. I took my former stepdaughter to have her bellybutton pierced (She was almost 16), her mum and dad had both said it was fine, I even offered to get them on the phone but the piercer said for piercings under 16 they had to have a parent present!

Sounds like some people here are having a bad day. OP, instead of venting on here you should have made a citizen's arrest or called 000 or something.
