Soft kitty, warm kitty, little ball of fur.
So.

I would like a size 8 ladies, just below knee length, white petticoat.

Not a pettiskirt for cute everyday tutu wearing, but a "goes under a dress to make it fluffy" petticoat.

try searching for "rope petticoats".

These have a thin cord sewn into the hem or just above in a frill and make skirts/dresses stand out.

you could also search for "square dancing petticoats" for some really big fluffy!
