Cheap slap bands. Fun, not too heavy, and baby-friendly size.

Not sure on the sweety line - normally I go anything that's individually wrapped, but hard lollies could be a problem with little kids around. Tiny chocolate bars, perhaps? Minties?

Don't do jumping beans. We tried that in our last pinata, and the whackin' just destroyed them totally.

Go to somewhere like Big W - they have packs of party favours. Girly ones with necklaces, bangles etc. More neutral ones with little toys, parachute men, etc.

Lollies - you get bulk packs of the little pack of lollies (gummi/trolli type). Things like freddo frogs, good for the little ones to eat. Lollipops.

Just a hint, when filling the pinata, don't put everything in the pinata. Keep some to the side. It's handy in case you have a shy child who holds back from the rush when the thing breaks, and then ends up teary because she doesn't get anything.
Or be prepared to re-distribute the loot if the bigger kids end up with overflowing bags

I'd do stickers, mini packets of Smarties/ kit kats etc, mini packets of sultanas, chuppa chupps, freddos. Spotlight have some bits and pieces for pinatas.

Aldi has notoriously cheap pinata stuffing lollies -- as does Big W. I wouldn't bother with the little plastic toys (they often break in the process & it's hard to get something that kids over a large age span will like). Totally agree with Julie3Girls's advice about keeping a side stash for the reluctant pinata player.

P.S: Personally, I would keep the 18 month olds out of the pinata fray.
