You could try Big W. I know they sell a lot of kids character branded underwear. I have bought Cars, ToyStory and Madagascar underpants in size 2 from Big W.

Target often sells Wiggles t-shirts. They may sell undies too. I've bought Cars undies from Target too.

DS has a Wiggles singlet but I can remember if it came from Big W or Target.

big w/target/best and less, i'm fairly sure over the years i've got wiggles stuff from all of them (i know i also bought wiggles clothing at kmart, but whether they have undies or not, i don't know)
