........... walk 3km home from highschool by herself, 2 afternoons a week, and sit at home for 30-45 minutes(again by herself) until you got home from work?

Staying at home by herself - yes.

The walk though - is it through a safe area, could she be picked on (by other kids/randoms) does she have a mobile phone? 3ks can be a long walk if you're getting hassled.

If this is an issue, what about riding a bike home? Much easier to get away if you need to.
