didn't see the show as those shows are usualy very one sided. I did read the artical though. And yes it was very one sided. Was the story about bullying or the fact the dad wasn't educating his DD???
Is it wrong that he may be charged for not sending her to school? No its not. he is breaking the law. Sure that school has alot to answer for but the fact is that she isn't being educated and hasn't been for 15mths. Im sure in that 15mths the dad would have looked into reporting the school? discussing the issues with the school? doing something to stop/change the situation? or is he just at home twiddling his fingers?
What is his long term plan? keep her at home untill the school decides it will stand by its "no bullying" policy?
there are two very big issues here. 1 the school has a duty of care to keep its students feeling safe and it dosn't sound like that was happening BUT 2. The father needs to get an education for his DD.

No the teacher should be delt with by the education department.
My DD was bullied when she first started school. Not SN but bullying is bullying. I had heaps of trouble with her teacher so i took it to the principle and visited the class room every day to make sure the plan we put together was in place. I rang the parents of the bully and also the bullys friends parents becouse alot of the time the friends could have put an end to it. I visited other schools to move her into if it came to that. I spoke to some people at the education department about how to get it all to stop. what i didn't do was pull her out and not have her in any school at all for 15mths.
